You have to host the picture somewhere like http://www.imageshack.us/ Once you upload the file, it will give you the HTML code to post the picture with.

You can upload it to rockyou.com or to photobucket.com which is the one that I use. Once there you upload your photo and they will give you a html that you can use for your blogs, comments, or other! Very easy!
